Have any laws of war mattered when the only realistic enforcement of them is more war?

I mean it's not all or nothing. International law is enforced by International coalitions, alliances, and treaties,. By cooperation. It doesn't have to be a war. Sanctions work all the time, so do incentives.
Once significant war has broken out though, I agree, the only fast solution is more war, and it doesn't matter at all unless both sides of the conflict are going to follow the laws.
