I literally can't find anything. I have no idea where to look. On the dota client, I can only find stream from as recently as... TI3. I can't see any other competitions showing up. I don't see anything on youtube either that ALSO is a full match. NoobfromUA has matches, but they jump around.

So my question is, where do I find streams with commentary? The reason is because ideally they'll go into the reason players are making certain decisions.

The more recent tourneys have been streamed on Youtube too if you don't like the Twitch experience as otherwise suggested. If you search for the tournament organiser, then you should find videos on their channel. E.g. the latest Dreamleague is all on ESL's channel in full under the live tab here: https://youtube.com/@esldota2

I'd try twitch replays if there's nothing on youtube, valves own for TI/Majors whatnot or of production companies that hosted specific events, perhaps some streamers as well.

I'd also expect people like Purge to have decent content in the decision making commentary (not sure how recent?) and maayyybe Day9 from before he got discouraged to stay in Dota, though I think again most help he had in decision making info may have come from Purge.

I'll look them up, thank you!

I remember JoinDota was the place to be for that way back. Shame it's not around anymore.

If you're only looking for old Internationals, the replays are all still archived on the official twitch channel. I was rewatching some of Wings' run through TI6 recently (which was probably the best TI of all time).
