I think for this you should use the app on the phone and contact VW through the app (person icon > contact & feedback > Call Customer Care. Else have your dealer set it up - that's something they should have done already if you bought it through one.

I didn’t buy it from a VW dealer, but it did visit a VW shop, and they couldn’t figure out why it didn’t work. In the app, the contact number is for another country, and I’m not very good with foreign languages.
So, i wrote an email to VW, asking them to delete the previous primary user, and they just did it. No proof of ownership. I’m now connected to the app 😜
