Italy I think has a good idea here for beginning the movement in the right direction, over there companies can only declare bankruptcy after they've first failed to be bought out by their own employees.
Basically, no golden parachutes unless you admit that you ran things so incompetently that even the people on the inside lane know it ain't salvageable anymore.
