For instance I want HA to announce that the garage door is opening. I already have the door monitored and can control it via HA.

I have HA integrated with Alexa via Nabu Casa but it appears to be a one way thing where she can ask HA to do something via NC but HA can't ask her to do something...like announce "The Garage Door is Opening."

You need Alexa Media Player

This integration will allow you to call a service that does TTS for whatever text you send it. I use it to announce when my wife gets home if I’m in the study at the back of the house. I mean, I say ‘announce’ but the message is “she’s home. Panic and tidy!”

This is basically what I'm looking for! Thanks for the link to the Alexa Media player, do you happen to know of a write up for putting the HA / TTS / AMP pieces together?

Text-to-speech (TTS), perhaps?

Create an automation that gets triggered by the garage door being open, and use TTS as the action. Play it on a media player entity you have connected to HA.

I didn't know that TTS existed. I'll have to look that up.
