What mods are highly recommended for Crusader Kings II? I haven't gotten the new one yet -- had to get a computer that can run it first -- so I'm still interested in mods for the old one.

If you want total overhaul mods then I can recommend a variety of mods:

After the End Fan Fork (post apocalyptic medieval America)

Elder Kings (Elder scrolls universe)

Mythos 3.5 (Base game but with more supernatural and mythical beings like dragons)

Princes of Darkness (Vampire The Masquerade universe)

New Era Old World (post apocalyptic medieval Europe)

If you want a more vanilla experience, then you can also check out CK2+

I also highly recommend the Less Random Deadly Duels mod so that your warrior characters dont die randomly

I'd add the GOT mod as well if we're talking total conversion mods

Huh, as a CK3 player mainly (I had and played CK2 for a bit before CK3 came out, but not for terribly long), it's surprising to see, although I don't know why this should have been obvious, that a lot of the mods I recognize for CK3 were originally from CK2.

Yeah, and there are a few mods still in development, most notably the Sci-Fi universe of Cyber Kings which takes place all over the solar system. They're very interesting mods, but I do sometimes feel like they would be better implemented in CK3.

Do you have an opinion on CK2+ versus Historical Immersion Project?

I haven't played HIP so I can't really comment on it much

Haven't played CK2 in quite a while, but I vaguely remember liking CK2+ more than HIP.
