For better or for worse, Japanese put 110% in everything they do
There are two types of seismic waves, primary waves and secondary waves. Primary waves, also known as P waves or pressure waves, are longitudinal compression waves similar to the motion of a slinky. Secondary waves, or S waves, are slower than P waves. S waves are the destructive ones.
That sounds expensive and thus something that would not happen in America
It also requires cross jurisdictional interactions which is something else the US has an issue with.
