Depends, I've seen a lot of accounts of Boeing used to be really good when they had actual engineers leading the company. Until they merged with some other company and those leaders were replaced with "Business" people
So is this Ed Clark one of those business people or the last remnant of "the old guard"? The former he may have played at least a small part, the latter would be a pure scapegoat to rid themselves of the last of the old guard while being able to simultaneously screech "We fixed the problem"

If I were in charge of Boeing I'd ditch the 737 and just make a new plane that pilots have to retrain for. Trying to make this new plane fly like the old 737 via translation has caused many of the problems.
People got huge paydays while making these other planes. It was never about fixing problems, but taking out money for investors and then asking for bailouts.
