Can London, as in the city of, leave the UK to join the EU?

And perhaps Scotland, N. Ireland, and Wales as well?

I'm all for London leaving the UK! Seriously though, Wales voted quite heavily to leave the EU, but theoretically any region could get enough support to try and force a referendum to leave the UK and then be free to try and join the EU, any new nation applying has to meet the requirements for economy, human rights, democracy and law and be able to meet all the other obligations of an EU member state.
