I had this thought. I think it’s because they’ve used mortar/cement when these are supposed to be drystone walls, and whatever the hell that concrete monstrosity is.
A mortared cap is not unacceptable in drystone formations.
I bet the concrete was bought as pieces and just used as a "block"
