Police say a man approached the playground area with his child when the dog charged toward the child and bit and dragged that child to the ground.

Did the dog pulled the leash off the owner's hands? Or was the dog not leashed? Probably a rhetorical question.

The dog is leashed in the pictures so I'm guessing it pulled away. One of the charges was for "allowing a dog to run at large" so she definitely wasn't in control of it.

From another article it said that she had her dog off leash in the empty playground, and when the kid approached, he was attacked.

This park has an off leash dog area, but I'm gonna assume she wasn't in it cause her dog is aggressive towards other dogs in there.
