Are you really confused though? Clearly OP just meant Android.
On Android you already have the ability to side load apps. I haven't read the specifics of the EU rule but I'd imagine it either sets side loading in stone or has rules to make the side loading process easier
No. There's a new law that forces Apple to allow 3rd party apps on Apple devices in the EU, but it still takes some time for it to be active
OP is clearly refering to that. I'm confused because Google already allows this kind of stuff
