I don't use cable television but have a current TV with internet and a dtv antenna because why bother. PBS hasn't worked in forever. I saw a 3 year old post on how shitty the KCTS programming is, could they be not even broadcasting? Usually I can manually find if it's a low signal, but I can't even find a signal. It's at flat 0%. I go back and check every few months and nada.

KCTS will always be channel 9, but which radio frequency "channel 9" corresponds to can change. In the analog days, you could reasonably surmise that channel 4 was a lower frequency than channel 9, but that's not necessarily the case with digital broadcasting. It's the metadata contained within the digital signal that determines what channel number you see on the TV, not the actual radio frequency.
