I feel like following the flow of traffic is more accurate. If the entire freeway is going 5 or 10 over then it's safer to do that than go slower compared to everyone

The don't speed part definitely depends on the other drivers.
If you're going slower than everyone else all you are is another obstacle they have to avoid. If you're not comfortable keeping with the flow of traffic find another route.
