Sounds like the person may have a phobia of having bowel movements outside of their home. Maybe a festival of some sort?
My guess as well. I mean, to be fair, have you seen public festival toilets?
Honestly, public toilets in general. They start at a default of expecting the worst and somehow get even worse the more particular you get.
I knew a guy who had a phobia of sharing a toilet. He said the absolute worst feeling was a warm toilet seat.
