We can't be sure with the data we have at this time. But reviewing the full image (all 16 tiles) and the front and rear HazCam images, I would fully agree you you. It looks like the rover was trying to go around those loose rocks in front of the rover, the tracks show us it backed away, turned a bit and tried again, but during the turn it encountered a large loose rock with one of its rear wheels, it then probably terminated the drive early and called home. When the drive ends early, it automatically sends a full set of engineering images.
