Well, the "This is the future liberals want" meme is talking about social liberalism more generally, but yes, the Sovs expanded LGBT rights despite some internal dissent until Stalin took over. The SovUnion was superior to the Weimar Republic (for all of its faults, still the focal point of LGBT activism in Europe) in terms of LGBT rights at the time.
