I'm not sure what exactly you're saying/what you meant, my question seems to indicate that he does appear in Voyager, not sure if he is a regular tho:

In DS9 you met Lewis Zimmerman, holographic engineer.
In Voyager, there is The Doctor, who is not Lewis Zimmerman. Lewis Zimmerman only shows up in a couple of episodes, but The Doctor is a regular.
