If you wear make-up or work outside or work where there's a lot of dust and dirt or have oily skin then it's a good idea to use toner but if none of this apply to you then you really don't need to.

it's oily and dry at the same time. I guess that applies to me.

Then I would just apply it to the oily bit because it can dry out your skin. It's important to get one that's suited to your skin.
