I dunno, this kinda seems like a step backwards. Are there really alternatives other than cars that people want to use?

Paris already has pretty high congestion taxes to reduce cars. They have a solid public transit system that most people use. Spent two weeks there right before COVID and never once needed a car - metro was always faster and cheaper according to Google Maps.
