How much extra to use it though? I hope it catches on, but I doubt it will be reasonably priced enough for most travelers.

They should be charging the disruptive party a fee rather than the ones who just want to fly without the constant harrasment, screaming, and back of chair kicking.
Something tells me you've never experienced this yourself. While it may happen, it's certainly not indicative of how most children behave on planes.

No they shouldn't. Going out into society means you have to cope with all kinds of things. Also, earbuds and noice canceling headphones are amazing devices.
