They had to save their kidnapped parents, but they also had authorisation to use their parents' spy equipment for some reason. It's a surprise that the OSS allowed them to do that in the first place.
I think it was a catch-all "in case of emergency" authorization to access the safe house, vehicles, and tools. The fact that the kids chose to use them to find the parents was unexpected.
After the first movie though, it doesn't make as much sense
I remember they had their retina in the retina scanner already and I think the reasoning for that was that they'd tell them when they were older.
