Probably a regional thing because what I sent was in my copy of SC3k here in America.
It seems that there were multiple CD box releases in the US.
The attached scan of the back of the jewel case was labelled "alternative US release" on MobyGames. The screenshots on the jewel case show a pretty late stage version of The Sims; more in line with trailer in my OP.
