European institutions (both national and EU) will do everything but use European technology. And then everyone acts super surprised that European tech companies have an hard time competing with American companies and start wild theories about how having vacation days and weekends is the problem.
They actually have an offical Mastodon server, with a number of EU institutions on it.

It is only meant for offical EU institutions, as a kind of blue check mark that those are the real deal.
Oh, I thought you meant '8 active users' as in 'nobody's regsitering to use it'. You meant more institutions?
Actually the European Commission account is one of the most followed on the Fediverse.
At least some european institutions use european technology

They could have used to setup any fediverse platform they like.
I know a few public actors communication team members that told me they donβt understand mastodon and they are pretty sure their target audience is not there.
So sad.
