While clear regulations are very good, I don't think banning all slaughter at home is a good thing, if no alternatives are offered to allow raising and slaughtering your own animals.
Apart from it being more economical it's also a reminder that there's literally blood involved with eating meat and that you should not waste it when you want to eat it.
The article doesn't mention how it would handle this. And don't misunderstand me, I'm totally for requiring people who want to butcher animals themselves to follow certification courses and document the proper slaughter of their livestock.
