That's like 21% of America's population! That said, it could have been a relative and the suspect had a different provider.
The US pop is ~335m, so 21% would be 70m people. Regardless, it's way too many people to sort through.
And the relative with a different provider thing completely shreds the already dismal chances of finding him through an insurance denial letter.
