Ridiculous argumentation. They should have considered the opposite: "competitor has not learned from previous case and will get double the penalty"
But it would be even better if they would stick their heads in the Arabian desert sand and shut the fuck up with this completer and utter bs.
On the second page they mention that him being immediately apologetic was mitigating for his penalty. Still a shitshow, though.
There is a linguistic mistake here, or is it actually what they did?
Did they mean:
It's a weird englishism and in this context they're using "consider" to mean the same as "believe", probably because saying "believe" implies it's a more personal opinion than "consider".
