The context here is that they are a bunch of the actors in the film Newsies, they are taking a short break before launching into another impromptu musical number.

That would be really nice if it was. Sadly this was in 1911 in Pennsylvania. These are "Breaker Boys". Their job is to take the the mined rock and separate coal from chunks of rock. source
