If you really wanted to squint and put your fingers in your ears and hum, you might possibly be able to interpret him as talking about congresspeople.
But he was actually talking about black people, so that isn't necessary.
Thank you for explaining it. I have been confused about this for hours. I thought he was talking about congress members. I don't think I could have ever figured it out.
