Financial crisis or no, if I was a country at war I'd reduce the budget to launches too. I'd keep the profitable activities up, though, like lending my launchpad. But who would entrust their rockets to me?
They effectively removed themselves from the commercial market by stealing a batch of Oneweb satellites.
Is it even a matter of trusting you at that point? I feel it'd just be a great way to get your rocket painted as a target for the other warring party.
