Or desperate to keep people in St Petersburg and Moscow from freaking out cause their kids are now POWs

That would match what I've heard it suggested that the POWs taking in Kursk were conscripts (compulsory military service usually of young people), instead of the POWs we've had to-date which were contract soldiers (volunteers).
