My understanding is a valid sudoku should have 1 unique solution. But in this one I just finished, the circled numbers seem to be interchangeable. Am I missing something?

Are the bolded numbers the starting numbers? In that case, one of those circled numbers was a starting value, and swapping them would essentially result in a "different" puzzle.

This. There aren't multiple solutions because their orientation is set by the one given number. Intentionally so.
