This is the concrete left over from the navy they built. Unfortunately the concrete ships sank the second they left dry dock.
Ukraine had a decent navy until Russia captured or sank most of it. Their flagship was scuttled as well.
Also, concrete ships are a thing. They were popular during WWII due to steel shortages.
Do you have any concrete proof for that last statement?
