I might be misremembering, but wasn't this happening elsewhere like, 2 or 3 years ago, and it was just an art thing someone was doing?
I feel like this keeps happening, and it's either some advertisment or art project(Or a group of Australians, we'll have to see if I Did A Thing takes credit for this one.)
