OK, so replace his photo with any congressperson if you insist on being so pedantic.

The point is the absurdity of american government, which Biden as the president, is a symbol of.

When advantageous, most republicans would also claim that the US respects international law, then turn around and pass a vote like this.

Well Mike Johnson would be most fitting as he is the speaker and decides which bills are up for a vote.
