You say that as if Americans don't want kei cars, but we do. Even rural off-roading Youtubers (who would probably be revealed to be ultraconservative if they didn't keep their politics out of their videos) love things like Suzuki Samurais and Subaru Sambars.
Speak for your own state.
They aren't anywhere unless they're 20+ years old. For those, it depends on the state as to whether you can register them for road use, and on which roads (some forbid highway use) .
25+ years old (just like importing any other foreign-market car, tiny or not).
