We've definitely had feedback from some engineers that a full 8 hours of group work, and then dinner, and some social event after that is too much. Managers have learned since to just cut some meetings and make the social events part of the normal work hours.

The only ways for this to not happen is for the President to have their mind changed, or the President is removed from office, or, the order is refused enough (at cost of being fired/court-martialed) that nobody will carry them out.
The great powers of the US Presidency is meant to expedite government action. We are currently far from the scenario where Congress, by the will of the US voters, will remove the current President.

Looking at the list, it does seem to be mostly agricultural goods and manufactured goods, which do mostly come from Trump-supporting areas.
I’d bet the people who vote Democrat are also unhappy with how little their representatives are doing, even if their party is in a position of ineffectuality for the next 2 years.
