Sure, in general people had an easier time buying a house in 1960, but that doesn't account for individual hardship, and this attitude certainly doesn't help people who need a place to live right now.
Wow, this is an unfair take and very judgemental. I can think of a dozen reasons why an adult might have trouble writing a letter aside from being "mentally deficient." Dyslexia, anxiety, poor education, not being a native speaker, ADHD, etc.

I want to point out that psychopathy is a colloquial term, not a clinical one. The most popular set of criteria, the Psychopathy Checklist - Revised, is not empirically reliable or valid. Its creator Robert Hare has made a lucrative career out of convincing the world (and the prison system) that psychopaths are Definitely Real. The PCL-R is used to justify harsher punishments and longer prison sentences, and it's completely made up.
