I always thought people went to Willie's 4th of July Picnic for the music. Willie Nelson, Dwight Yoakum, Asleep at the Wheel, Shakey Graves, etc all played. For fireworks I'd pick Lady Bird Lake instead for sure
It's supposed to be done in about 10 months, but there are different parts to the project that'll be done at different times. It's already pretty underway and really isn't impacting traffic much. The most inconvenience is for people going from Bee Caves to southbound Mopac who have to go through the stoplight at 360 because the onramp is closed
They didn't add all the overpasses at once at that interchange, you probably just heard about two different overpasses being built
I had similar questions...there's already an amphitheater there in the Zilker Hillside Theater, which is very old, so I'm definitely not against building a new one. I would be very against having regular paid concerts there like they're doing at Waterloo Park though. Aside from the large events that happen there, performances at Zilker should be free for everyone
All the land around COTA is Austin ETJ rather than full purpose. My understanding is under state law, a municipality has no right or responsibility over road construction or maintenance in their ETJ besides being a rubber stamp on the local community coming together and voting to form a Municipal Utility District (MUD), which would have the power of taxation to develop local road infrastructure. Otherwise, the only entities with any power to do anything here would be Travis County or the State of Texas.
If that community wanted to be annexed into Austin, I'm certain Austin would develop a plan for the roads there, but I doubt they'd agree to annexation
