The game is absolutely not pay to win in any way. I don't know where people are coming up with this.
The "buffs" on armor are all the same (seriously, look at all the armor pieces you have), have no advantage over anything, and are more just flavor than anything game breaking or actually OP.
The paid currency can easily be earned in game.
There is nothing pay to win about Helldivers 2.
How did you play 140 hours of the first game, and not know Fragile says that same line multiple times?

Heavily nerfed single player support, so might as well not even play, considering you'd have to go into the normal PvP mode to get everything anyway.
