No no, the tanks don't enable hellbomb drops, BUT, if they happen to be near an area that does you can deploy them on top of the tank. Since the initial impact doesn't kill the tank usually.
Every attempt to land on a tank has resulted in the tank not dying in my experience. This is however a double edged sword, as it means you can plant a hellbomb on top of them.

I think what people see as wrong with it is these sorts of gestures are usually actually shaving your hair off in support. As a way of saying you're in this together and there to support the individual. This method comes off as disingenuous because you can just take the cap off and go back to your normal life, the other person can't.
