Transcripts do exist on YouTube to be fair, in the video description you can choose to load the transcript which has timestamps and is automatically generated for all (?) YouTube videos.
Though this doesn't solve the issue as there will be times where you have to watch the footage, it certainly helps in skipping to the right time
