While you are correct that suffering is a better metric, there would be many in our society that would gravitate towards higher rated suffering items in the same way they want real fur coats and real leather in their Ferraris. That would backfire quickly.

I'm about to play the Bioshock trilogy for the first time in over a decade. Never played 2 and 3, only got about halfway through 1 when it came out. I'm also about 75% through Super Metroid, which I never beat as a kid. I know that's outside of the 1-2 year window, but I love older games. Scored the Bioshock trilogy for like 15 bucks too, can't beat that.
Wow, that shit is crazy. I read the article posted, and the one within the this article that portrays the decision in a more neutral light. Still very disturbing, this force should not have the ability to arrest citizens after completing a two week training course for a weekend gig.
Desantis notes that Florida has one of the worst National Guard presences in the USA, and this force is to supplement that deficiency. He still doesn't provide any reasonable justification as to why they should be able to arrest citizens, as opposed to just providing relief for natural disasters.
