Q exists outside of time, so the iteration that visits DS9 could have been prior to the scene in the comic.

I don't even want to know why Q is wearing a Klingon uniform but doesn't have a Klingon head. I've read Star Trek comics before and the answer is always: who the fuck knows or cares?
