That isn't how it works. Other than having contraband weapon of said blueprint you'll never be able create an insured weapon based on the blueprint.
Maybe you're confusing the ability to unlock weapons via dmz. If you don't have a weapon unlocked but extract with it then you will have it unlocked.
i have all weapons unlocked. Sometimes when i get some player weapons it shows as a white square with the word NEW on it. after i extract it it shows the blueprint version. maybe i need to check if the blueprint is really unlocked or if is a visual glitch.
