Historically this is in line with the tactics of settler colonization, first they send their people, then they "have to" send their soldiers to enforce the interests of settlers, then annexation for "safety". This is how Hawaii was taken by the US for instance.

I'd love to say this won't happen, but when it comes to this conflict most countries are either tacit genocide (also known as "Israel's right to defend itself") supporters, spineless Arab states or countries whose heart is in the right place but don't have the international weight to throw around.
