Wouldn't be surprised if they let settlers to move into the 'buffer zone' and lay claim to it and then ask for buffer zone for the buffer zone in a few years.
Probably.
Historically this is in line with the tactics of settler colonization, first they send their people, then they "have to" send their soldiers to enforce the interests of settlers, then annexation for "safety". This is how Hawaii was taken by the US for instance.
