The reason it's against international law to put a military HQ in a children's hospital, is to protect civilians.

In war, a military HQ is a legitimate target for attack.

A hospital shouldn't be.

The reason that countries don't typically hide military HQs in children's hospitals is because doing that makes the hospital a legitimate target.

That's not Israeli propaganda; that's the Geneva Conventions.
