Clock Tower chest time correlation? (self.deadbydaylight)

I just found out about the Clock Tower chest on Midwich via a dev message in the masquerade loading screen. He said "the clock tower chest has a time correlation".

So first, I looked up how to get the chest, but now I'm wondering what the "time correlation" means. Does it mean the loot changes based on the time on the tower? Or how long EGC has been running? Anyone tested it?

I think they are referring to the fact the clock tower opens in the EGC, not that it's contents vary? I've never seen anyone test it, it rarely happens in my games.
