Looks like some kind of gauge to find the diameter of something. The holes appear to be different sizes as if it could be placed atop something to determine thickness. No, not that.

I've read the theory that they could be used to knit finger gloves, but which finger glove has only five stitches? I wouldn't can't really imagine how to knit with it.
